Refer this article to troubleshoot webcam issues. If the issue persists after troubleshooting it is a hardware issue.

The Camera app won’t capture and send any images to the app that opened it unless you explicitly select the capture button in the Camera app. Desktop apps might not appear in the list of apps available on the Camera settings page and might still be able to access your camera or microphone even when these settings are turned off. On youcam, it is the fourth or fifth option to change the setting of the webcam. The setting has two tabs: Video Proc Amp tab and the camera control tab. Go to the camera control tab and disable lowlight compensation. and hit apply button. It works like a charm. This is my settings. Video Proc Amp tab.

In Windows 10 the Camera app doesn't include digital zoom, but you can get an effect similar to zooming if you take a photo and then crop it: Select Start > Photos . Choose the photo you want to crop. Select Crop m5bQ.
